- Nicht offenes Verfahren mit vorheriger Bekanntmachung
- Advertised publicly, but in two stages: first a request to participate, then only the shortlisted companies are invited to bid.
- Verhandlungsverfahren mit vorheriger Bekanntmachung
- Two stages as well, but the buyer may negotiate the submitted bids with the shortlisted companies before awarding.
- Wettbewerblicher Dialog
- For complex contracts: the buyer discusses possible solutions with the shortlisted companies and only then asks for final bids.
- Innovationspartnerschaft
- For something the market does not offer yet - the development and the subsequent purchase are awarded in one single procedure.

Find the notice

Read the tender documents
The documents define the scope, the award criteria and the two dates that matter: the deadline for questions, which is usually well before the deadline for bids.

Prove your suitability
Buyers check economic standing, technical capability and the absence of exclusion grounds - normally through a self-declaration first, with the certificates requested only from the winner.

Submit the bid
Bids go in electronically through the platform, complete and on time. A bid that arrives after the deadline is excluded, however good it is.

Award and review
The contract goes to the most economically advantageous tender, which is not automatically the cheapest. Unsuccessful bidders are told before the contract is signed and can have the decision reviewed under Bundesvergabegesetz 2018 (BVergG).
