Where tenders are published in Estonia
Everything goes through one venue, the Riigihangete register (riigihanked.riik.ee): contract notices and their corrections, award notices, contract modifications and the buyers' procurement plans, which become mandatory for every buyer in 2027. Polytender reads the register's official open data every day and links each notice to its documents in the register. We also read the small calls that Tallinna Sadam and RMK publish only on their own websites. Register data: Riigihangete register (Riigi Tugiteenuste Keskus), licence CC BY-SA 3.0 EE.
Thresholds and legal framework
The Public Procurement Act (Riigihangete seadus) applies. Until 31 October 2026 the simple procurement (lihthange) threshold is 30,000 EUR for supplies and services and 60,000 EUR for works, and the national threshold 60,000 EUR for supplies and services and 150,000 EUR for works. From 1 November 2026 the national tier is abolished and the simple procurement threshold rises to 50,000 EUR for supplies and services, 100,000 EUR for works and special services and 500,000 EUR for social services. Below it buyers follow their own rules and often post small calls (väikehanked) on their own websites. From the EU thresholds (2026: 140,000 EUR for central government, 216,000 EUR for other buyers, 5,404,000 EUR for works) the EU-wide rules apply.

How public tendering works in Estonia
Which rules apply in Estonia depends on the contract value. Above the thresholds a formal, publicly advertised procedure is mandatory. Below them, simpler national procedures apply up to fixed value limits.
Procedures above the thresholds
- Avatud hankemenetlus
- Advertised publicly, and every interested company may bid straight away. The standard route, with the widest competition.
- Piiratud hankemenetlus
- Advertised publicly, but in two stages: first a request to participate, then only the shortlisted companies are invited to bid.
- Väljakuulutamisega läbirääkimistega hankemenetlus
- Two stages as well, but the buyer may negotiate the submitted bids with the shortlisted companies before awarding.
- Võistlev dialoog
- For complex contracts: the buyer discusses possible solutions with the shortlisted companies and only then asks for final bids.
- Innovatsioonipartnerlus
- For something the market does not offer yet: development and the subsequent purchase are awarded in one procedure.
Procedures below the thresholds
- Lihthange
- The below-threshold counterpart of the open procedure: publicly advertised, open to every company.
- Sotsiaal- ja eriteenuste erimenetlus
- The buyer designs the stages itself (shortlisting, negotiation, demonstrations) and has to set them out in the notice.
From notice to award in Estonia
01
Find the notice
Above the thresholds buyers must advertise publicly; below them it depends on the value and the procedure. Polytender collects the notices in one place every day, so you don't have to search each portal yourself.
02
Read the tender documents
The documents set the scope, the award criteria and two dates: the deadline for questions and the deadline for bids. The question deadline usually closes well before the bid deadline.
03
Prove your suitability
Buyers check economic standing, technical capability and the absence of exclusion grounds. A self-declaration is usually enough at first; the certificates are requested only from the winner.
04
Submit the bid
Bids go in electronically through the platform, complete and on time. A late bid is excluded, however good it is.
05
Award and review
The contract goes to the most economically advantageous tender, which is not automatically the cheapest. Unsuccessful bidders are told before the contract is signed and can have the decision reviewed.
