All notices go through Hilma (hankintailmoitukset.fi), run by the State Treasury (Valtiokonttori) together with Hansel: EU and national contract notices, corrections, award notices, prior information and market consultations, plus the buyers' procurement plans. Polytender reads Hilma through its official interface every day, including award notices with the winner's business ID, and lists the documents of procedures tendered in Hilma directly.
Thresholds and legal framework
The Act on Public Procurement and Concession Contracts (1397/2016) applies. National thresholds: 60,000 EUR for supplies, services and design contests, 150,000 EUR for works, 300,000 EUR for other special services, 400,000 EUR for social and health services and 500,000 EUR for concessions. Below them the act does not apply and buyers follow their own rules for small procurements (pienhankinnat). From the EU thresholds (2026: 140,000 EUR for central government, 216,000 EUR for other buyers, 5,404,000 EUR for works) the EU-wide rules apply. Since 18 June 2026 national award notices are mandatory too.

How public tendering works in Finland
Public contracts in Finland are advertised, awarded and challenged under fixed rules, and which rules apply depends on the contract value. Above the published thresholds a fully advertised, formal procedure is mandatory; below them lighter national procedures apply up to fixed value limits. Notices run through Hilma (hankintailmoitukset.fi) and the regional portals - Polytender reads them all.
Procedures above the thresholds
- Avoin menettely
- Advertised publicly, and every interested company may submit a bid straight away. The widest competition and the standard route.
- Rajoitettu menettely
- Advertised publicly, but in two stages: first a request to participate, then only the shortlisted companies are invited to bid.
- Neuvottelumenettely
- Two stages as well, but the buyer may negotiate the submitted bids with the shortlisted companies before awarding.
- Kilpailullinen neuvottelumenettely
- For complex contracts: the buyer discusses possible solutions with the shortlisted companies and only then asks for final bids.
- Innovaatiokumppanuus
- For something the market does not offer yet - the development and the subsequent purchase are awarded in one single procedure.

Find the notice
Contracting authorities have to advertise. Above the thresholds the notice is public by law; below them it appears on Hilma (hankintailmoitukset.fi) or a regional portal. Polytender reads those portals daily, so one search covers all of them.

Read the tender documents
The documents define the scope, the award criteria and the two dates that matter: the deadline for questions, which is usually well before the deadline for bids.

Prove your suitability
Buyers check economic standing, technical capability and the absence of exclusion grounds - normally through a self-declaration first, with the certificates requested only from the winner.

Submit the bid
Bids go in electronically through the platform, complete and on time. A bid that arrives after the deadline is excluded, however good it is.

Award and review
The contract goes to the most economically advantageous tender, which is not automatically the cheapest. Unsuccessful bidders are told before the contract is signed and can have the decision reviewed under Laki julkisista hankinnoista ja käyttöoikeussopimuksista (1397/2016).
