Where tenders are published in Czechia
Every buyer publishes its procedures on a buyer profile, and every profile has to offer them in a standard machine-readable format. Ministries and state bodies use NEN (nen.nipez.cz); many regions, cities, hospitals and state companies use Tender arena and eGORDION. Polytender reads the buyer profiles on NEN, Tender arena and several smaller tools every day, plus the tenders of public buyers on JOSEPHINE, and merges EU notices with their TED counterpart.
Thresholds and legal framework
The public procurement act 134/2016 Sb. (ZZVZ) applies. Small contracts up to CZK 3,000,000 for supplies and services and CZK 9,000,000 for works need no formal procedure; many buyers still publish an open call on their profile. Above that and below the EU thresholds, the simplified below-threshold procedure starts with a call published only on the buyer profile (not for works above CZK 50 million). From the EU thresholds (2026: CZK 3,491,000 for central government, CZK 5,386,000 for other buyers, CZK 10,773,000 for utilities and defence, CZK 134,764,000 for works and concessions) the EU-wide procedures and time limits apply.

How public tendering works in Czechia
Which rules apply in Czechia depends on the contract value. Above the thresholds a formal, publicly advertised procedure is mandatory. Below them, simpler national procedures apply up to fixed value limits.
Procedures above the thresholds
- Otevřené řízení
- Advertised publicly, and every interested company may bid straight away. The standard route, with the widest competition.
- Užší řízení
- Advertised publicly, but in two stages: first a request to participate, then only the shortlisted companies are invited to bid.
- Jednací řízení s uveřejněním
- Two stages as well, but the buyer may negotiate the submitted bids with the shortlisted companies before awarding.
- Řízení se soutěžním dialogem
- For complex contracts: the buyer discusses possible solutions with the shortlisted companies and only then asks for final bids.
- Řízení o inovačním partnerství
- For something the market does not offer yet: development and the subsequent purchase are awarded in one procedure.
Procedures below the thresholds
- Zjednodušené podlimitní řízení (§ 53)
- The below-threshold counterpart of the open procedure: publicly advertised, open to every company.
- Otevřená výzva (veřejná zakázka malého rozsahu)
- Small contracts (in Czechia up to CZK 3 million for supplies and services, CZK 9 million for works) need no formal procedure. Many buyers still post an open call on their buyer profile that any company may answer.
From notice to award in Czechia
01
Find the notice
Above the thresholds buyers must advertise publicly; below them it depends on the value and the procedure. Polytender collects the notices in one place every day, so you don't have to search each portal yourself.
02
Read the tender documents
The documents set the scope, the award criteria and two dates: the deadline for questions and the deadline for bids. The question deadline usually closes well before the bid deadline.
03
Prove your suitability
Buyers check economic standing, technical capability and the absence of exclusion grounds. A self-declaration is usually enough at first; the certificates are requested only from the winner.
04
Submit the bid
Bids go in electronically through the platform, complete and on time. A late bid is excluded, however good it is.
05
Award and review
The contract goes to the most economically advantageous tender, which is not automatically the cheapest. Unsuccessful bidders are told before the contract is signed and can have the decision reviewed.
