Where tenders are published in Greece
The notices are in KIMDIS (cerpp.eprocurement.gov.gr): calls for competition (Διακήρυξη, Προκήρυξη, Πρόσκληση) with their corrections and cancellations, award decisions and signed contracts, each with its own act number (ΑΔΑΜ) and the document as a PDF. Polytender reads the official KIMDIS open data every day and links each procedure to ESIDIS. Direct-award invitations addressed to named suppliers are left out. We also read the preliminary market consultations buyers publish on ESIDIS. Register data: KIMDIS (ΚΗΜΔΗΣ), licence CC BY 4.0.
Thresholds and legal framework
Law 4412/2016 on public contracts applies. Up to 2,500 EUR nothing has to be registered. Above that and up to 30,000 EUR for supplies and services (60,000 EUR for works and some services) a direct award is allowed: the invitation is published in KIMDIS at least five days before the award decision, but is often addressed to a single supplier. Above 30,000 EUR the contract is advertised publicly, with the notice in KIMDIS and bids submitted on ESIDIS. From the EU thresholds (2026: 140,000 EUR for central government, 216,000 EUR for other buyers, 5,404,000 EUR for works) the EU-wide rules apply, with publication on TED first.

How public tendering works in Greece
Which rules apply in Greece depends on the contract value. Above the thresholds a formal, publicly advertised procedure is mandatory. Below them, simpler national procedures apply up to fixed value limits.
Procedures above the thresholds
- Ανοικτή διαδικασία
- Advertised publicly, and every interested company may bid straight away. The standard route, with the widest competition.
- Κλειστή διαδικασία
- Advertised publicly, but in two stages: first a request to participate, then only the shortlisted companies are invited to bid.
- Ανταγωνιστική διαδικασία με διαπραγμάτευση
- Two stages as well, but the buyer may negotiate the submitted bids with the shortlisted companies before awarding.
- Ανταγωνιστικός διάλογος
- For complex contracts: the buyer discusses possible solutions with the shortlisted companies and only then asks for final bids.
- Σύμπραξη καινοτομίας
- For something the market does not offer yet: development and the subsequent purchase are awarded in one procedure.
Procedures below the thresholds
- Ανοικτή διαδικασία κάτω των ορίων
- The below-threshold counterpart of the open procedure: publicly advertised, open to every company.
- Απευθείας ανάθεση
- Small contracts up to a fixed value limit can be awarded directly to one company, without a competition.
From notice to award in Greece
01
Find the notice
Above the thresholds buyers must advertise publicly; below them it depends on the value and the procedure. Polytender collects the notices in one place every day, so you don't have to search each portal yourself.
02
Read the tender documents
The documents set the scope, the award criteria and two dates: the deadline for questions and the deadline for bids. The question deadline usually closes well before the bid deadline.
03
Prove your suitability
Buyers check economic standing, technical capability and the absence of exclusion grounds. A self-declaration is usually enough at first; the certificates are requested only from the winner.
04
Submit the bid
Bids go in electronically through the platform, complete and on time. A late bid is excluded, however good it is.
05
Award and review
The contract goes to the most economically advantageous tender, which is not automatically the cheapest. Unsuccessful bidders are told before the contract is signed and can have the decision reviewed.
