Where tenders are published in Norway
All notices go through Doffin (doffin.no), run by the Norwegian Agency for Public and Financial Management (DFØ). Buyers send them from their tendering platform, from prior information to award notices and contract changes, and Doffin passes the EEA notices on to TED. Polytender reads Doffin every day through its official interface, including the winners' organisation numbers and the link to the tender documents.
Thresholds and legal framework
The Public Procurement Act (anskaffelsesloven) and the Public Procurement Regulations (anskaffelsesforskriften) apply, with separate regulations for utilities, concessions and defence. Since 1 July 2026 the rules apply from 500,000 NOK. From 1.3 million NOK a competition must be announced in Doffin (national procedure, Part II of the regulations). From the EEA thresholds (since 21 April 2026: 1.63 million NOK for supplies and services bought by central government, 2.5 million NOK for other buyers, 62.9 million NOK for works) the EEA-wide rules apply and the notice also goes to TED. Between 500,000 and 1.3 million NOK there is no duty to announce.

How public tendering works in Norway
Which rules apply in Norway depends on the contract value. Above the thresholds a formal, publicly advertised procedure is mandatory. Below them, simpler national procedures apply up to fixed value limits.
Procedures above the thresholds
- Åpen anbudskonkurranse
- Advertised publicly, and every interested company may bid straight away. The standard route, with the widest competition.
- Begrenset anbudskonkurranse
- Advertised publicly, but in two stages: first a request to participate, then only the shortlisted companies are invited to bid.
- Konkurranse med forhandling
- Two stages as well, but the buyer may negotiate the submitted bids with the shortlisted companies before awarding.
- Konkurransepreget dialog
- For complex contracts: the buyer discusses possible solutions with the shortlisted companies and only then asks for final bids.
- Konkurranse om innovasjonspartnerskap
- For something the market does not offer yet: development and the subsequent purchase are awarded in one procedure.
Procedures below the thresholds
- Åpen tilbudskonkurranse
- The below-threshold counterpart of the open procedure: publicly advertised, open to every company.
- Begrenset tilbudskonkurranse
- Advertised publicly, but in two stages: first a request to participate, then only the shortlisted companies are invited to bid.
- Anskaffelse under nasjonal terskelverdi
- Contracts under the published thresholds follow lighter rules, but the larger ones still have to be advertised centrally.
From notice to award in Norway
01
Find the notice
Above the thresholds buyers must advertise publicly; below them it depends on the value and the procedure. Polytender collects the notices in one place every day, so you don't have to search each portal yourself.
02
Read the tender documents
The documents set the scope, the award criteria and two dates: the deadline for questions and the deadline for bids. The question deadline usually closes well before the bid deadline.
03
Prove your suitability
Buyers check economic standing, technical capability and the absence of exclusion grounds. A self-declaration is usually enough at first; the certificates are requested only from the winner.
04
Submit the bid
Bids go in electronically through the platform, complete and on time. A late bid is excluded, however good it is.
05
Award and review
The contract goes to the most economically advantageous tender, which is not automatically the cheapest. Unsuccessful bidders are told before the contract is signed and can have the decision reviewed.
