Where tenders are published in Sweden
Sweden has no national bulletin. By law every advertised procurement goes into one of the advertising databases registered with the Swedish Competition Authority (Konkurrensverket), which forward the notices above the EU thresholds to the EU Official Journal. Polytender takes those notices from TED, reads Upphandlingsmyndigheten's national LOV site (Hitta LOV-uppdrag), where municipalities and regions advertise free-choice systems in home care, health and social services, and adds the published procurement plans of Trafikverket, Stockholms stad, Region Stockholm, Göteborgs Stad, Uppsala kommun, Adda and the State purchasing centre, so larger procurements are visible months before they are advertised. The state framework agreements on avropa.se come with every supplier and the organisations allowed to call off from them.
Thresholds and legal framework
The Public Procurement Act (LOU, 2016:1145) applies, with LUF for utilities and LUK for concessions. Since 1 January 2026 the EU-wide rules apply from about 1.59 million SEK for supplies and services bought by central government, from about 2.45 million SEK for other public buyers, and from about 61.3 million SEK for works. Below these thresholds every procurement from 700,000 SEK must still be advertised nationally (simplified or selection procedure); below that, a direct award is allowed. Free-choice systems under LOV are always advertised on the national LOV site.

How public tendering works in Sweden
Public contracts in Sweden are advertised, awarded and challenged under fixed rules, and which rules apply depends on the contract value. Above the published thresholds a fully advertised, formal procedure is mandatory; below them lighter national procedures apply up to fixed value limits. Notices run through Registrerade annonsdatabaser (Konkurrensverket) and the regional portals - Polytender reads them all.
Procedures above the thresholds
- Öppet förfarande
- Advertised publicly, and every interested company may submit a bid straight away. The widest competition and the standard route.
- Selektivt förfarande
- Advertised publicly, but in two stages: first a request to participate, then only the shortlisted companies are invited to bid.
- Förhandlat förfarande med föregående annonsering
- Two stages as well, but the buyer may negotiate the submitted bids with the shortlisted companies before awarding.
- Konkurrenspräglad dialog
- For complex contracts: the buyer discusses possible solutions with the shortlisted companies and only then asks for final bids.
- Innovationspartnerskap
- For something the market does not offer yet - the development and the subsequent purchase are awarded in one single procedure.
Procedures below the thresholds
- Förenklat förfarande
- The below-threshold counterpart of the open procedure: publicly advertised, open to every company.
- Urvalsförfarande
- Only a limited number of companies are asked to bid. Permitted in defined cases and up to defined value limits.
- Direktupphandling
- Small contracts up to a fixed value limit can be awarded directly to one company, without a competition.
- Valfrihetssystem (LOV)
- Not a contract award: the buyer sets the terms and price, and every supplier that meets them is admitted, at any time. The citizen then chooses the provider. Used mostly for home care, health and social services.
From notice to award in Sweden

Find the notice
Contracting authorities have to advertise. Above the thresholds the notice is public by law; below them it appears on Registrerade annonsdatabaser (Konkurrensverket) or a regional portal. Polytender reads those portals daily, so you don't have to search each of them separately.

Read the tender documents
The documents define the scope, the award criteria and the two dates that matter: the deadline for questions, which is usually well before the deadline for bids.

Prove your suitability
Buyers check economic standing, technical capability and the absence of exclusion grounds - normally through a self-declaration first, with the certificates requested only from the winner.

Submit the bid
Bids go in electronically through the platform, complete and on time. A bid that arrives after the deadline is excluded, however good it is.

Award and review
The contract goes to the most economically advantageous tender, which is not automatically the cheapest. Unsuccessful bidders are told before the contract is signed and can have the decision reviewed under Lag (2016:1145) om offentlig upphandling (LOU).
