Where tenders are published in Portugal
Notices appear in the Diário da República, the official gazette. Portal BASE, run by the procurement regulator IMPIC, also publishes every concluded contract as open data. Bids go through licensed e-procurement platforms. Polytender reads both every day: every new notice with its amendments and deadline extensions, and every contract reported to BASE with buyer and winner. Each tender links to the platform where its documents are.
Thresholds and legal framework
The Public Contracts Code (Código dos Contratos Públicos, Decree-Law 18/2008) applies. Since 1 October 2026 (Decree-Law 177/2026) buyers may award works below 150,000 EUR and supplies and services below 75,000 EUR directly (ajuste direto). For works below 1,000,000 EUR and supplies and services below 130,000 EUR they may invite at least three companies without a notice (consulta prévia). These contracts only become visible after award, on Portal BASE. Above that a public notice is mandatory. From the EU thresholds (2026: 140,000 EUR for central government, 216,000 EUR for other buyers, 5,404,000 EUR for works) the notice also goes to the EU Official Journal.

How public tendering works in Portugal
Which rules apply in Portugal depends on the contract value. Above the thresholds a formal, publicly advertised procedure is mandatory. Below them, simpler national procedures apply up to fixed value limits.
Procedures above the thresholds
- Concurso público
- Advertised publicly, and every interested company may bid straight away. The standard route, with the widest competition.
- Concurso limitado por prévia qualificação
- Advertised publicly, but in two stages: first a request to participate, then only the shortlisted companies are invited to bid.
- Procedimento de negociação
- Two stages as well, but the buyer may negotiate the submitted bids with the shortlisted companies before awarding.
- Diálogo concorrencial
- For complex contracts: the buyer discusses possible solutions with the shortlisted companies and only then asks for final bids.
- Parceria para a inovação
- For something the market does not offer yet: development and the subsequent purchase are awarded in one procedure.
Procedures below the thresholds
- Consulta prévia
- No formal procedure: the buyer approaches suitable companies and may negotiate the terms. The choice has to be justified and documented.
- Ajuste direto
- Small contracts up to a fixed value limit can be awarded directly to one company, without a competition.
From notice to award in Portugal
01
Find the notice
Above the thresholds buyers must advertise publicly; below them it depends on the value and the procedure. Polytender collects the notices in one place every day, so you don't have to search each portal yourself.
02
Read the tender documents
The documents set the scope, the award criteria and two dates: the deadline for questions and the deadline for bids. The question deadline usually closes well before the bid deadline.
03
Prove your suitability
Buyers check economic standing, technical capability and the absence of exclusion grounds. A self-declaration is usually enough at first; the certificates are requested only from the winner.
04
Submit the bid
Bids go in electronically through the platform, complete and on time. A late bid is excluded, however good it is.
05
Award and review
The contract goes to the most economically advantageous tender, which is not automatically the cheapest. Unsuccessful bidders are told before the contract is signed and can have the decision reviewed.
