Where tenders are published in Hungary
All procedures under the Public Procurement Act run on EKR (ekr.gov.hu), which has been mandatory since 2018: EU and national procedures, works contracts awarded by direct invitation, calls within dynamic purchasing systems, preliminary market consultations and, voluntarily, purchases below the national thresholds. The notices are published in the Public Procurement Bulletin on kozbeszerzes.hu, EU notices also on TED, and the tender documents are available on EKR without registration. Polytender reads the EKR procedure list every day, adds the award notices from the EKR award data and lists the EKR tender documents when you open a tender.
Thresholds and legal framework
The Public Procurement Act (Kbt., Act CXLIII of 2015) applies. The national thresholds for 2026 are HUF 20 million for supplies and services and HUF 60 million for works (utilities: HUF 50 million and HUF 100 million). Works below HUF 300 million may be awarded by inviting at least five companies directly, without a notice. From the EU thresholds (2026: EUR 140,000 or EUR 216,000 for supplies and services, EUR 5,404,000 for works, EUR 432,000 for utilities) the EU-wide rules apply. Below the national thresholds there is no duty to publish.

How public tendering works in Hungary
Which rules apply in Hungary depends on the contract value. Above the thresholds a formal, publicly advertised procedure is mandatory. Below them, simpler national procedures apply up to fixed value limits.
Procedures above the thresholds
- Nyílt eljárás
- Advertised publicly, and every interested company may bid straight away. The standard route, with the widest competition.
- Meghívásos eljárás
- Advertised publicly, but in two stages: first a request to participate, then only the shortlisted companies are invited to bid.
- Hirdetménnyel induló tárgyalásos eljárás
- Two stages as well, but the buyer may negotiate the submitted bids with the shortlisted companies before awarding.
- Versenypárbeszéd
- For complex contracts: the buyer discusses possible solutions with the shortlisted companies and only then asks for final bids.
- Innovációs partnerség
- For something the market does not offer yet: development and the subsequent purchase are awarded in one procedure.
Procedures below the thresholds
- Kbt. 112. § (1) bekezdés b) pont szerinti nyílt eljárás
- The below-threshold counterpart of the open procedure: publicly advertised, open to every company.
- Kbt. 117. § szerinti saját beszerzési szabályok
- The buyer designs the stages itself (shortlisting, negotiation, demonstrations) and has to set them out in the notice.
- Kbt. 115. § szerinti eljárás
- The buyer invites a small number of companies to bid without a public call for tenders, as a rule at least three.
From notice to award in Hungary
01
Find the notice
Above the thresholds buyers must advertise publicly; below them it depends on the value and the procedure. Polytender collects the notices in one place every day, so you don't have to search each portal yourself.
02
Read the tender documents
The documents set the scope, the award criteria and two dates: the deadline for questions and the deadline for bids. The question deadline usually closes well before the bid deadline.
03
Prove your suitability
Buyers check economic standing, technical capability and the absence of exclusion grounds. A self-declaration is usually enough at first; the certificates are requested only from the winner.
04
Submit the bid
Bids go in electronically through the platform, complete and on time. A late bid is excluded, however good it is.
05
Award and review
The contract goes to the most economically advantageous tender, which is not automatically the cheapest. Unsuccessful bidders are told before the contract is signed and can have the decision reviewed.
