The Vestník (uvo.gov.sk) carries EU and national contract notices, open calls for tenders below the EU thresholds, corrections, award notices and contract modifications; ÚVO publishes every issue as open data. Commonly available goods and services are ordered through the EKS electronic marketplace. Thresholds and legal framework
The public procurement act 343/2015 Z. z. (ZVO) applies. It does not apply below 50,000 EUR. Between 50,000 EUR and the EU thresholds the buyer usually invites at least three companies through the electronic platform; an open call for tenders is mandatory only for works from 800,000 EUR and voluntary otherwise. Commonly available goods and services go through the EKS marketplace. From the EU thresholds (2026: 140,000 EUR for central government, 216,000 EUR for other buyers, 432,000 EUR for utilities, 5,404,000 EUR for works) the EU-wide procedures and time limits apply.

How public tendering works in Slovakia
Which rules apply in Slovakia depends on the contract value. Above the thresholds a formal, publicly advertised procedure is mandatory. Below them, simpler national procedures apply up to fixed value limits.
Procedures above the thresholds
- Verejná súťaž
- Advertised publicly, and every interested company may bid straight away. The standard route, with the widest competition.
- Užšia súťaž
- Advertised publicly, but in two stages: first a request to participate, then only the shortlisted companies are invited to bid.
- Rokovacie konanie so zverejnením
- Two stages as well, but the buyer may negotiate the submitted bids with the shortlisted companies before awarding.
- Súťažný dialóg
- For complex contracts: the buyer discusses possible solutions with the shortlisted companies and only then asks for final bids.
- Inovatívne partnerstvo
- For something the market does not offer yet: development and the subsequent purchase are awarded in one procedure.
Procedures below the thresholds

- The below-threshold counterpart of the open procedure: publicly advertised, open to every company.
- Podlimitná zákazka bez využitia elektronického trhoviska (§ 108)
- Only a limited number of companies are asked to bid. Permitted in defined cases and up to defined value limits.
- Elektronické trhovisko EKS (§ 109)
- Commonly available goods and services are ordered through a state electronic marketplace: registered suppliers submit offers there, often followed by a short electronic auction.

Find the notice

Read the tender documents
The documents set the scope, the award criteria and two dates: the deadline for questions and the deadline for bids. The question deadline usually closes well before the bid deadline.

Prove your suitability
Buyers check economic standing, technical capability and the absence of exclusion grounds. A self-declaration is usually enough at first; the certificates are requested only from the winner.

Submit the bid
Bids go in electronically through the platform, complete and on time. A late bid is excluded, however good it is.

Award and review
The contract goes to the most economically advantageous tender, which is not automatically the cheapest. Unsuccessful bidders are told before the contract is signed and can have the decision reviewed.
