Where tenders are published in Ukraine
Every procedure runs through the central Prozorro database. Buyers and bidders work through accredited electronic marketplaces, and every notice appears at the same time on prozorro.gov.ua and on all marketplaces. Polytender reads the central database daily through the open Prozorro API.
Thresholds and legal framework
The basis is the Law "On Public Procurement" of 2015, supplemented for the duration of martial law by special government rules (Resolution No. 1178). Goods and services from UAH 200,000 and works from UAH 1.5 million must be procured through a procedure in Prozorro, for utilities from UAH 1 million and 5 million respectively. Below that, buyers may award directly but must report the contract in Prozorro. From 24 March 2027 a new procurement law aligned with EU law (No. 4888-IX) applies in full.

How public tendering works in Ukraine
Public contracts in Ukraine are advertised, awarded and reviewed under fixed rules. From the thresholds upwards a procedure in Prozorro is mandatory; below them, buyers may award directly and report the contract afterwards. For the duration of martial law the special rules of Government Resolution No. 1178 apply. Notices are published through Prozorro - Polytender reads the central database directly.

- Goods only: the buyer requests offers through the Prozorro Market e-catalogue from pre-qualified suppliers, and the system determines the winner automatically.

- Award without full and open competition, permitted only on the statutory exceptions and justified in writing.

From notice to award in Ukraine

Find the notice
From the thresholds upwards the buyer opens the procedure in Prozorro. Every notice appears at the same time on prozorro.gov.ua and on all accredited marketplaces. Polytender reads the central database daily, so one search covers them all.

Read the tender documents
The documents define the scope, the award criteria and the two dates that matter: the deadline for questions, which is usually well before the deadline for bids.

Prove your suitability
The buyer checks the qualification criteria set in the tender documents and the absence of exclusion grounds. Evidence for the qualification criteria goes in with the bid. For exclusion grounds the bidder first only declares in the system that none apply; just the winner has to prove it.

Submit the bid
Bids go in electronically through the platform, complete and on time. A bid that arrives after the deadline is excluded, however good it is.

Award and review
The contract goes to the most economically advantageous tender, which is not automatically the cheapest. Unsuccessful bidders are told before the contract is signed and can have the decision reviewed under Закон України «Про публічні закупівлі» (2015).

Register with one of the accredited electronic marketplaces (prozorro.gov.ua itself has no registration, it only publishes), check the tender documents, prepare the required evidence and submit the bid electronically before the deadline.
