simap.ch is the joint publication platform of the confederation, cantons and municipalities, and covers Liechtenstein as well. Notices appear in German, French or Italian depending on the buyer, occasionally in several languages. Polytender reads simap directly and adds the Swiss procedures that are additionally published in the EU Official Journal.
Thresholds and legal framework
Since 2021 the revised Federal Act on Public Procurement (BöB) and the largely identical intercantonal agreement (IVöB) apply. They implement the WTO Government Procurement Agreement and distinguish, by contract type and buyer, between direct award, invitation procedure, and open and selective procedures. Above the treaty thresholds, an open call for tenders is the rule.
