Where tenders are published in Bulgaria
ЦАИС ЕОП (app.eop.bg) carries every procedure from the national thresholds up: EU and national contract notices, calls for offers, corrections, award decisions, contracts and their changes, with the tender documents open to anyone. Buyers also announce market consultations there. Beneficiaries of EU funds that are not public buyers publish their calls for offers in ИСУН 2020. Polytender reads the AOP open data every day (a day's files appear the next morning, so new notices reach us within one to two days), the market consultations and the ИСУН calls, and lists the ЦАИС ЕОП documents directly.
Thresholds and legal framework
The Public Procurement Act (ЗОП) applies; since the euro changeover on 1 January 2026 its amounts in leva count as the equivalent in euro. Below 25,565 EUR for supplies and services and 40,903 EUR for works a contract may be awarded directly without publication. Up to 51,129 EUR (supplies, services) and 153,388 EUR (works) the buyer publishes a call for offers or invites selected companies; above that, up to the EU thresholds, it runs a public competition or, in defined cases, a direct negotiation. From the EU thresholds (2026: 140,000 EUR for central government, 216,000 EUR for other buyers, 432,000 EUR for utilities, 5,404,000 EUR for works) the EU-wide procedures apply and the notice also goes to TED.
