Intention to enter into a rent contract for town hall purposes

The lease agreement is pursed in I FOA S 2-4 letter a), in which there is an exception from the Procurement Act and the regulations for

"acquisition or hire of land, existing buildings or other real estate or rights to such property", case law states that the exception can be interpreted expanding, after a concrete assessment so that future buildings can also be included,
