PPR § 7-9 in accordance with the second and third paragraphs is replaced by requirements where this gives a clearly better climate and environmental effect. This procurement uses the exclusion provisions in PPR §

7-9 (4), since the climate and environmental requirements connected to the contract have a clearly better climate and environmental effect than the use of the award criteria. Justification is given in point 4.5 in the tender invitation.
