Phase 1 was submitted in March 2026, and approval is expected by summer 2026. The aim of this tender is to commission a general contractor for planning and construction through an open, non-anonymous process. This is intended to ensure a seamless, collaborative planning and execution process with a

high degree of cost and schedule certainty and minimized risks.
