1. Reviewing existing evidence: Cabinet reports, engagement findings, impact assessments, and in the event that any notable gaps in evidence / knowledge
exist, carry out appropriate additional needs assessment work.
2. Community & Stakeholder Engagement: engagement with key partners and stakeholders is required to understand the potential for co-location and integration of services
